The Royal Institute of British Architects (RIBA) Outline Plan of Work Stages organises the process of managing, designing and administering building contracts into twelve key Work Stages, identified from A through L. The sequence or content of these Work Stages may vary or they may overlap to suit the procurement method. The twelve Work Stages are grouped into the five "Super Stages" of Preparation (A+B), Design (C+D+E). Pre-Construction (F+G+H), Construction (J+K) and Use (L) which match the International and CIC Consultants' Contract work stages. However, for design projects in the UK cultural sector, the Work Stages are most effectively grouped into four key "Project Phases" which match the familiar design process model and coordinate with the HLF grant application stages. These design Project Phases are Discover (A+B+C), Define (D), Develop (E+F+G) and Deliver (H-L).
